NTEU 337 Annual Meeting Summary (01/27/23)

Thank you for attending NTEU 337 Annual Membership Meeting. We had 222 members attend the meeting and it was a collaborative group. Thank you for your participation!


We talked about a host of topics from legislative efforts at the NTEU national level, Membership Survey Results that help us advocate for you, noted our accomplishments in 2022 and outlined our goals for 2023.


We are providing you with the power point from the Annual Meeting and a few membership brochures to share with your non-member colleagues. We are currently at 67.7 percent membership and our goal for this year is 80%. Help us in our efforts to strengthen our voice. This is principally important as we continue bargaining efforts over our pay, telework, and a host of benefits and employee rights.


A lot of questions were asked, and we were able to share a lot of information, let’s re-cap some of the highlights!


  • Career Ladder Promotion: If your career ladder promotion was delayed, please reach out to Malcom Alexander-Neal immediately

  • Updated Earliest Re-Occupy the Office Date: May 1, 2023

  • We keep track of all FIRREA Agency Compensation and Telework recently signed agreements and actively review FIRREA Agencies most recent CBA’s and are fully aware of disparities in real time

  • Duty Station/Locality Pay as it relates to telework and remote work (we will provide more information to BU later)

  • Diversity, Equity, Inclusion, and Accessibility and the Union’s partnership with OMWI to help develop the strategic plan and help make sure your concerns are being considered

    • The union is inclusive of all staff positions regardless of licensor requirement or not

  • Bargaining is confidential and the Union provides updates to the extent we can

  • Current Comp Agreement includes December 2022 3% Merit Increase and January 2023 Base Increase + Locality (Note: Locality pay is not set by the CFTC)

  • The New Comp Agreement (upon conclusion of bargaining) will include but not limited to December 2023 Merit Increase and 2024 Base Increase + locality

    • We Included in our proposal many things, including the ability to get the GS Base increase if it is higher than our Base increase

  • The union is aware of issues related to Pay Caps, position management and pay among different professionals and we are actively working on solutions

  • The union is aware of KC Parking ongoing issue, and the fact that all offices would benefit from a Parking benefit, and are actively working on solutions

    • KC previously (for its entire history) never paid for parking. There is a pretax parking benefit procedure on our Intranet site. It offers an income tax benefit by allowing us to pay for qualified parking expenses from pretax wages

  • Regions are out of office space and the union is working with the agency for a temporary fix so regions can continue to hire the help that your teams need

    • When negotiating the regional office layouts, NTUE noted to the Agency that each region’s proposal had limited space for growth. GSA would only obtain enough space for current staff plus a margin for growth. NTEU is using this situation to argue for the expanded telework agreement

  • New Laptops are Coming! We are working through disbursement logistics with the agency and will follow up with timelines

  • DC Headquarters leases expires September 30, 2025, with an anticipated moving early to mid-summer of 2025

    • The Agency has not indicated that GSA has selected a new location for the new DC Office to date.

    • The union has no control over which office location GSA selects, however we can negotiate implementation and impact

      • Implementation and impact meaning: office space amenities (e.g., pantries, printer locations), sufficient conference rooms and special accommodations (mother’s room)

  • Student Loan Repayment Program will continue, and the agency will not let it lapse if we are in an unforeseen delay in with compensation negotiations
